So I'm going to be moving out for college next year and I have a planned setup for my expected budget:
Philo ($16)- Has AMC, Nick, HGTV, Comedy Central, and TLC. That's enough for me. I can watch Better Call Saul, Spongebob, Property Brothers, South Park, and 90 day fiance .

Antenna(Free)- this is obvious I can get ABC, CBS, FOX, NBC, Telemundo. Local News, Football games, etc.

Netflix(Free with Parents' login )- Endless content.

Hulu and Showtime ($5)- the student discount gives you both in addition to Spotify for only 5 dollars! Works like a DVR for the OTA TV I miss. Bob's Burgers, Shark Tank, Shameless.

    Monthly Cost- $21

    Hardware I will buy:
    Probably an Indoor Antenna ($30)
    Roku Streaming Stick + ($60)
A TV probably 43 or 50 inches for movie parties. ($300)
    Total one-time cost- around $400

    Any Recommendations?

Sounds good! Couple of recommendations. For the Antenna, I suggest a flat, powered indoor antenna. For example....

Amazon.com: HDTV Antenna Indoor Digital TV Antenna, Lxuemlu 50 Miles Range HD Antenna with Detachable Amplifier Signal Booster and 13FT Coaxial Cable - Extremely High Reception: Home Audio & Theater

NOTE: If you buy a TV with USB ports, then you can power the antenna with the TV, and save a plug.

Ok for the streaming stick while Roku is good, I would recommend an Amazon Fire TV Stick, its good value and has more flexibility for adding apps, including some fun unknown sources apps (thinking Kodi, BUT there are many many more)

And I have a way for you to STILL get your Roku! TCL sells affordable Roku TVs in the sizes you want....

Amazon.com: TCL 43S425 43 Inch 4K Ultra HD Smart Roku LED TV (2018): Electronics

NOTE: These 4K 2018 models are right around your price range. The 43 is around 280, and a 49 is 340. OR you can go all out at 55 for 380.

I'll have to check out that Philo TV also.

PS that antenna Lee mentions is fine too. Those are the best type of indoor. One of the most popular brands is Mohu Leaf, BUT any of that style will work.

Is it worth the $50 in your opinion, as opposed to a $30

do you mean the antenna? 50 sounds a little high. Main 2 things you want are a flat design and a power cord to plug in to either a USB port on your TV or in to a socket.

Also, as a college student you'll be eligible for Amazon Prime Student. It has a free 6-month trial and, if you want to keep it, is $6.50/month or $60 for a year for up to 4 years (about half off their normal price for Prime) -- and that will give you Amazon Prime Video as part of the subscription.

I pay full price for Prime and I LOVE it! At half off and 6 months free its a STEAL! Besides good video content, you also get music streaming (NOT as good as Apple Music, Spotify, or Google Play Music, BUT good enough), AND don't forget the free 2 day shipping. Including text books! My brother survived on Amazon text books when he went back to college. They have some sort of deal that lets you return the books when you are done.

So much depends on tastes. I loved the Marvelous Mrs. Maisel, and I'm anxiously waiting for season 2. If you've watched the original Top Gear and/or like cars, The Grand Tour is a fun show.
