    I’m having the same issue...here’s my post
    I’m using a Amazon Fire TV box (gen 2) with a Linksys ACS 1900 router with ExpressVPN software. Internet is normally between 10 and 15mbps... I can stream programs from servers all day and night...HOWEVER, when I try to stream live tv either on a payed for IPTV service or through a add-on that provides live tv, I get buffering. Anybody else have this issue and what can I do to cure it?

    Have you tried it without the VPN?

    I have not...I’m about to borrow a different modem and will also try a different router to see what happens. Thanks for the suggestion.
